Our director's career spans the full lifecycle of refining, LNG, oil and gas and petrochemical facilities — from concept and licensor selection through FEED, EPC and into commissioning, start-up and performance test run — leading process and design-safety teams of up to 35 engineers on capital programmes across the Middle East, South Asia, Europe and the Far East. In keeping with confidentiality commitments, facility and project names are withheld except where already public.

Major refinery upgrading programme, Iraq

Consultant to the Ministry of Oil and its Technical Authority on all technical matters across an EPCC programme valued above US$3.5 billion — retained continuously from EPC contractor selection, through detailed design and construction, into commissioning, start-up and the performance test run. Four senior positions held in succession on a single project: Process & Design Safety Manager, Engineering Manager, Deputy Project Manager (Technical) and Commissioning Manager.

Led the technical evaluation that selected the EPC contractor and the negotiations that fixed the performance guarantees. Governed the engineering across every discipline thereafter — management of change, deviations, non-conformances and concessions — then held sole technical charge on site as the senior PMC representative, with all eighteen PMC engineers reporting in.

Chaired the pre-start-up safety reviews that gated hydrocarbon feed-in, then ran the performance test run to its conclusion — reconciling mass balance, yields and product quality against the guarantees the same team had negotiated years earlier, and issuing the determination on which acceptance of a US$3.5 billion asset turned.

Refinery expansion project, Jordan

FEED verification, EPC contractor selection and EPC delivery on a programme valued above US$3.5 billion. Directed FEED verification, led licensor performance-guarantee negotiations, and ran the technical evaluation of competing EPC bidders that underpinned contractor selection.

Closed out gaps in process design, relief and flare provisions and design-safety deliverables before they were carried forward into EPC.

Grassroots refinery construction, Iraq

Detailed-engineering phase of an EPC programme valued above US$6 billion. Led a team of process engineers and technologists through the review and approval of the EPC contractor's process and design-safety deliverables, and directed HAZOP, SIL and design-review workshops through to close-out.

Held the contractor to project specification and applicable codes across PFDs, P&IDs and relief/flare studies while conceding valid technical positions — protecting schedule without compromising safety.

Greenfield coastal refinery, Pakistan

Pre-FEED and licensor selection for a greenfield refinery valued above US$5 billion. Developed the refinery configuration, unit selection and overall material balance, then led licensor evaluation and negotiation, including the framework for process performance guarantees.

Built the financial model used in licensor evaluation, informing the client's licensor recommendation on a multi-billion-dollar investment decision.

Shell Peterhead Carbon Capture & Storage Project

The first industrial-scale CCS project of its kind in the UK, valued above US$1.25 billion. Led a process team of approximately 35 engineers and designers responsible for the post-combustion capture and compression facility design and its integration with the host power station, managing the technical interfaces across the capture plant, the gas turbine and the offshore transport and storage scope.

Directed process participation in the HAZOP and design-safety studies for a first-of-a-kind facility, with particular attention to the operability and safety risks of novel, unproven technology.

Offshore associated-gas processing project, UAE

Led a team of twelve process engineers through the EPC phase, directing process simulation, heat and material balance, the operating and control philosophy, and the full suite of process deliverables including P&IDs, PSFDs and cause-and-effect diagrams.

Acted as Start-up Manager directing plant start-up following commissioning, then as Test Run Manager running the plant performance test run.

World-scale LNG export complex, Qatar

Basic and detailed engineering for two of the world's largest LNG developments, delivered in collaboration with a major Japanese engineering contractor. Work on the NGL extraction train covered boil-off-gas simulation, LNG tankage development, unit hydraulics, relief-valve inlet and outlet line sizing and a cold-section debottlenecking study; the adjacent train expansion covered the operating manuals for gas chilling and liquefaction, refrigeration and fractionation.

On the associated offshore development, delivered hydraulic calculations, compressor settle-out pressure analysis and vendor document review, with participation in the HAZOP and 3D-model reviews through to resolution of all comments.

World's largest grassroots refinery, India

Early-career role on the commissioning team for an amine treating unit, covering shift supervision, manpower planning and safety auditing, and as one of a thirty-strong core team executing test runs across the refinery's process units.

Took part in debottlenecking the complex from 450,000 to 600,000 barrels per stream day, and in a complex-wide energy-conservation study.
